That is not a hypothetical for a resilience slide. A bank still had to settle, a ministry still had to register, a relief operation still had to record who received what, with no link to anywhere. Remittances sent home by Tongans abroad are among the highest shares of GDP anywhere, and the correspondent banks that carry them ask for evidence before they ask for anything else. Land is held by the Crown and allocated through hereditary estates and statutory allotments, so registration and succession follow rules written for Tonga and nowhere else. Tonga's Institutional Landscape

Tonga is an archipelago of roughly 170 islands, of which a few dozen are inhabited, arranged in the Tongatapu, Ha'apai, Vava'u and Niuas groups with 'Eua off the south-east of Tongatapu. It is a constitutional monarchy, and Tongan and English are both official -- which makes governance interfaces and audit records in both an operational requirement rather than a localization nicety, since the officer applying a rule and the auditor reading it afterwards may not work in the same language. Nuku'alofa on Tongatapu is the capital and the seat of the Legislative Assembly, the ministries, the courts, the National Reserve Bank of Tonga, the banks and the national referral hospital. Neiafu is the port town of Vava'u in the north, Pangai on Lifuka is the centre of Ha'apai, 'Eua is a separate island district, and Haveluloto and Vaini are among the populous districts of Tongatapu around and beyond the capital.

The institutional picture is small, concentrated and highly exposed to what happens outside it. The National Reserve Bank of Tonga issues the pa'anga (TOP), conducts monetary policy and supervises banks, non-bank financial institutions, foreign exchange dealers and money transfer operators. The Ministry of Lands and Natural Resources administers a land system set out in the Constitution, with the Land Court determining disputes. The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications carries both communications and the National Emergency Management Office, and Tonga Cable Limited operates the submarine cable. Tonga takes part in Pacific Islands Forum, Pacific Community and Forum Fisheries Agency arrangements, and its banks depend on correspondent relationships held in New Zealand, Australia and elsewhere. Comprehensive personal data protection legislation is not in force in the way it is in larger jurisdictions, so obligations arise instead from sectoral rules, supervisory expectations, court practice and the standards imposed by correspondent banks and international partners -- and that is a reason to hold better evidence, not less. For institutions here the practical question is not whether AI will be used but whether its use will produce evidence that a supervisor, a correspondent bank's compliance review, a court, a donor's auditor or a household contesting an assessment can actually verify. January 2022: the cable break as a design requirement

On 15 January 2022 the Hunga Tonga-Hunga Ha'apai volcano erupted, sending a tsunami onto Tongatapu, Ha'apai and 'Eua and ashfall across the main island. The submarine cable carrying Tonga's international connectivity was severed, and the country was largely cut off for weeks while the repair ship worked, with limited satellite capacity carrying a fraction of normal traffic. Domestic links to the outer groups took longer still. Through all of it institutions had to keep working: payments cleared, people were registered, damage was assessed, relief was distributed and recorded.

That is the design requirement, stated plainly: a governance layer that depends on a call to a service in another country stops governing at exactly the moment it matters most. Policy enforcement, inference and audit logging run inside the institution's own facilities. Input validation still executes before the model runs, output validation still checks what comes back against the institution's own rules, the ledger still writes one immutable row for every call -- actor, action, inputs, outputs, model version and verdict -- and escalation routes to a named person who is physically present rather than to a queue on the other side of a dead link. Records created while disconnected reconcile when the connection returns, and the disconnected interval is visible in the trail as what it was rather than as a gap nobody can explain.

Remittances and the correspondent relationships that carry them

Remittances sent home by Tongans in New Zealand, Australia, the United States and elsewhere -- including workers under the seasonal labour schemes -- are among the highest shares of GDP anywhere, and they arrive as household income rather than as an economic statistic. They travel through banks and money transfer operators that depend on correspondent relationships held abroad. Across the Pacific those relationships have been narrowed or withdrawn as global banks reassess risk, and the review that decides whether a corridor stays open is a documentary exercise: what the institution can show, in a form the reviewer accepts, within the time the reviewer allows.

So the evidence is the corridor. Customer due diligence, sanctions and AML screening, transaction monitoring and supervisory returns run through one governed chokepoint. Screening is enforced rather than advisory: a hit blocks the call, an override escalates to a named person, and the override decision is itself written to the ledger with its reason. The same trail answers the NRBT, a correspondent's compliance review and an assessor without a translation exercise in between. Land held by the Crown, allocated through estates and allotments

Tonga's land system is constitutionally distinctive. Land is held by the Crown and allocated through hereditary estates and statutory allotments -- a tax allotment and a town allotment -- rather than sold in freehold, with leases as the instrument for use by others and succession determined by statutory rules. The Ministry of Lands and Natural Resources maintains the registers and the Land Court determines disputes. A file opened in one generation is read in the next, and the question asked of it is whether the rule was applied as written.

That is precisely where a general-purpose model is dangerous: trained on jurisdictions where land is bought and sold, it will produce answers about Tongan land that are wrong in ways that look plausible. So the rules are enforced, not assumed. Where AI assists in indexing registers, reconciling survey and allotment records, drafting lease documentation or summarising succession files, the input is validated against the rules as written before the model runs, the output is validated against those same rules before it reaches a registrar or a court, any determination touching an entitlement escalates to a person, and every call writes an immutable row. An assumption imported from another jurisdiction is not a permissible input to a Tongan allotment decision.

Supervision of a small financial sector

The National Reserve Bank of Tonga issues the pa'anga, conducts monetary policy and supervises a sector that is small by any measure: a handful of commercial banks, a development bank, non-bank financial institutions, insurers, foreign exchange dealers and the money transfer operators that carry remittances. Small does not mean simple. Concentration means a single institution is systemically visible, supervisory capacity is finite, and the same returns have to satisfy a domestic supervisor and counterparties abroad who never see the underlying operation.

One governed chokepoint changes what supervision costs both sides. Credit and risk models, AML and sanctions screening, prudential returns and pa'anga reconciliation each produce evidence in the same verifiable form: what was asked, what the model returned, which policy version applied, what the verdict was and who signed off where a person was required. A supervisor can see how a determination was reached rather than reconstructing it from a summary written afterwards, and an institution produces the evidence once and lets it be read many times. Where an AI-assisted output would affect a customer's access to an account or a corridor, it escalates to a person before it takes effect.

Disaster response records that are read years later

Tropical cyclones -- Gita crossed Tongatapu in 2018 -- together with the seismic and volcanic setting demonstrated in January 2022 make damage assessment, relief distribution and reconstruction recurring institutional processes rather than exceptional ones. The records they generate outlive the emergency by years: who was assessed and by whom, what damage was recorded at which property, who received which distribution, which contractor was paid for which works under which donor-funded programme. They are read by auditors, by donors, by ministries planning the next response and by households contesting what was recorded about them.

Governed capture puts the record where the work happens. Minimization is enforced at the point of capture, access is role-scoped so an assessor sees their own caseload rather than the whole register, and every access is written to an immutable trail -- who looked, when, under what authority. Where AI assists in classifying damage, deduplicating registrations, prioritising distribution or drafting reporting, the input is validated before the model runs and the output is validated against the programme's own rules, with escalation to a person wherever the answer would change who receives assistance. Because enforcement runs offline, the record is created at the distribution point rather than reconstructed later from memory, and a contested assessment can be re-run exactly as it stood.

Fisheries, agriculture and certification, in Tongan and in English

Tonga's exclusive economic zone is large relative to its land area, and tuna longline fishing operates under licensing, catch and effort reporting and the regional arrangements Tonga participates in. On land, squash, root crops, vanilla and kava reach New Zealand, Japan, Australia and other markets under quarantine treatment and phytosanitary certification. In both cases the certificate is worth exactly what the traceability behind it is worth: a vessel's logsheet, a treatment record, an inspection, a consignment identity that holds from the plot or the hold to the container.

Where AI assists in reconciling logsheets, classifying catch or consignment data, checking a shipment against a treatment record or drafting a certification submission, validation runs before the model is called and again on what it returns, and each call writes a ledger row that ties the output to its source data and model version. Bilingual operation is part of the enforcement, not a display setting: the policy that governs a call and the audit row it writes have to be readable to a Tongan-speaking officer in Neiafu and to an English-reading auditor abroad, and both have to refer to the same event rather than to two loosely related summaries.

Deployment for a country that has already worked without a link

Tonga's institutions are spread across island groups separated by open sea and joined to the world by one cable, and in January 2022 that cable stopped carrying traffic. The data they hold -- supervisory returns, the customer files behind a remittance corridor, land registers, damage assessment and beneficiary records, patient files -- is not data that should leave their control in order to be processed. Sovereignty here is not a procurement preference. It is the configuration the country has already been required to operate in.
